Abstract
Program evaluation should include a focus on evaluating how stakeholders perceive the effectiveness of the professional development plan in their district as it addresses the specific professional training needs of bilingual/ELL teachers. Administrators have a personal interest in understanding how bilingual/ELL teachers perceive the effectiveness of professional development presented in their school district. Teachers should be supported on an ongoing basis as they are presented with new information that is intended to improve their practice.
